Don’t get how this guy feels

Asked a guy friend I knew for seven or so months to hang out, and he pays for everything we do during the outing, despite me initiating with him. He’s very kind and nice and especially smiley when around me but not really flirty at all.. At most he gets slightly jealous if I’m around a guy.. He takes forever to respond to my text messages. I also heard he’s seeing someone so I text and ask him if he is and he never even responds.. Recently he brought up the idea of hanging out with our mutual friends, but not alone. I like him more than I liked anyone. I don’t know if he likes me. What should I do? Am I coming on too strong?
